Djokovic's title is his fourth at Rome and the 53rd of his career.
With the win, he improves to 19-20 all-time against Federer and carries some clay-court momentum heading into the French Open, which begins next week at Roland Garros in Paris.
Both Djokovic and Federer were locked in early in the first set.
They both held serve on their first four service games in under 30 minutes before Djokovic turned the match with a break of Federer's serve for a 5-4 lead. That came shortly after Federer missed his own chance to take control with a break of Djokovic.
Djokovic closed out the set in his next service game before breaking Federer early again in the second for a commanding lead that effectively ended the dramatics.
Both men held serve from that point on with Djokovic closing out the championship with the first of two match points when Federer sailed one long on a return.
